heres a link if u don't think i right again i think, because when i went looking for tyki old brother it said that he looks like him except he has long hair tied back in a ponytail.
if you still unsure about it i suggest you look into the newest manga chapter
SPOILER ->
it's a scene where he greets allen with a 'long time no see' sentence, and even before that scene there were ceartain scenes where you see its really him, he just looks a bit different now and i think the longer hair suits him very well
and on top of that on his right arm on that pic it shows a bit of the scar that were left by allen
